International Labour Standards
Up one levelILO standards offer protection for precarious workers, insofar as they all apply to all workers. Furthermore, a number of ILO Conventions provide specific protection for vulnerable workers. However, attempts at standard-setting on contract workers failed and Convention 181 (Private Employment Agencies) and Recommendation 198 (Employment Relationship) provide only limited protection. So, the way forward should be the promotion of ratification and application of existing labour standards, the use of ILO supervisory procedures, and the development of new standards to fill the legal gaps.
