Definitions (intro text)

PPPs are difficult to define. Different countries and organisations employ different definitions. PPPs come in different types, since the term is used to describe a wide range of arrangements in between the state and the private sector. Through the years, the use of the term PPP has expanded as different modes have been created and adopted in many countries.
