Public–Public Partnerships in Health and Essential Services

The paper discusses the concept of a public–public partnership (PuP) as well as different types of such partnerships. It appears to have originated as a response to the concept of ‘public– private partnerships’ (PPPs), and its meaning also depends on the context in which it used. Although it investigates PuPs in the sectors of health and water, it puts up important issues for all other sectors which have seen the emergence and strengthening of PPPs.
